Make sure you don’t have any coolant leaks in the system. It might not be circulating enough coolant, causing the thermostat to shut off, so the fan runs to prevent overheating. This happened in my Ford F-150 after inspecting thoroughly I found a coolant leak due to a cracked reservoir. The cooling system needs to be under pressure and sealed to have circulation and proper heat transfer.
